Will Weatherly condo project create parking deficit?

Am I the only person who did the math on the Sunday, Oct. 21 article regarding the Weatherly project — specifically, the part about parking? It was reported the project will produce approximately 43 rental units and feature parking for 30 vehicles. That is an initial deficit of 13 parking spaces.
Let us explore further and assume at least half of the units (21 to be conservative) will be inhabited by couples and half of them (10, again, being conservative) own two vehicles. That would result in a net deficit of 23 parking spaces.
There has been recent discussion to make Water Street one way and provide more parking for downtown visitors and businesses. I can’t recall how many extra parking spaces were to be recovered by this change but I’m betting the deficit of 23 parking spaces resulting from the developer of the Weatherly project not providing sufficient parking for his rental units will consume most, if not all, of these additional spaces.
Has anyone in city planning considered this? Should calculators be purchased for City Manager Rich Olson, Mayor Bettie Parker and members of Elizabeth City City Council?
