An Elizabeth City man is in custody charged with taking indecent liberties with a child following his grand jury indictment for the offense late last year.

Eliseo Velasco, 32, of the 400 block of West Broad Street, was arrested by the Pasquotank County Sheriff’s Office on a warrant Aug. 5. He was being held last week at Albemarle District Jail in lieu of a $60,000 secured bond, according to an arrest report.

According court documents, Velasco was charged with felony taking indecent liberties by a grand jury on Dec. 10, 2018. He is accused of committing and attempting to commit a “lewd and lascivious act” on a child younger than 16. The alleged offenses happened between Jan. 1, 2014 and Dec. 31, 2016, the grand jury indictment states.

Velasco is also charged with misdemeanor probation violation. According to court documents, he was on supervised probation at the time of the allegations he took indecent liberties with a child.

Velasco pleaded guilty on March 17, 2014, to Level 2 driving while impaired. District Court Judge Robert Trivette sentenced Velasco to 12 months in prison but suspended the sentence on the condition he complete 18 months of supervised probation.

Trivette gave Velasco credit for 30 days served in jail awaiting trial. However, as a condition for his special probation, he also ordered Velasco to serve an active 30-day jail term and pay a fine, court costs and his attorney’s costs.

Velasco was pulled over on Broad Street by a city police officer on April 19, 2013, according to court documents. The officer’s report indicates Velasco had a blood-alcohol level of .15, nearly double the legal limit to drive in North Carolina.

Velasco’s arrest report states he was “not fingerprinted due to his threatening and assaultive behavior” when he was transported to Albemarle District Jail for the latest charges against him.

A sheriff’s official referred a reporter to the Elizabeth City Police Department for an explanation of charges in the case.

Sgt. Eddie Graham, a spokesman for city police, declined to elaborate about the charges against Velasco when contacted last week, stating the matter is the subject of an “active investigation.”
