charge tourist for riding

the Hatteras / Ocracoke ferry and all the ferries would be self sufficient from the money collected. We let tourist sight see for free and they spend very little money on Ocracoke Island. Most just ride over and turn around and ride back. What little is spent isn't enough to hurt the Ocracoke economy.
