Be interesting to see a list of people not paying vehicle tax. Bet some of these same people would be on that list..

Councilman Brooks has an interesting way of explaining his unpaid tax bills: "I don't even talk about that because it's ridiculous...no comment."

This is the same Elizabeth City Councilman who has had several other legal issues including at least one prior failure to pay taxes on time.
