River Road to offer STEM curriculum this fall

The Elizabeth City-Pasquotank Public Schools will offer its first-ever STEM curriculum at River Road Middle School starting this fall.

Okay, now I'm officially confused

We have the current article telling us STEM curriculum will start in River Road Middle School, but, on the other hand, we have an article telling us the City Council voting down a STEM curriculum high school. So, what happens to the students who have worked their way through the courses at River Road, when it comes to high school? The city council members who voted down the STEM measure say that it is not their job to determine the course of education in Elizabeth City, but the last time I checked, it is called 'Elizabeth City, Pasquotank Public Schools', so they can at least make recommendations to benefit their constituents.
