RPC is so slow at finishing projects.

The lower bid is not necessarily the best bid. RPC took forever and a day to finish the Camden Causeway and the work wasn't top quality either. Holes, indentations and uneven lanes line the causeway now. Also, maybe Elizabeth City needs to finish the work that is in progress now before it tears up more streets and causes more traffic chaos. Nice planning, not!
