The eyewall of Hurricane Arthur at 7 p.m. was just east of Cape Fear, according to the National Hurricane Center.
A hurricane warning is still in effect for Surf City to the Virginia border, as well as the Pamlico Sound and eastern Albemarle Sound.
A hurricane watch is in effect for Little River Inlet to south of Surf City, and a tropical storm warning is in effect from South Santee River, S.C., to south of Surf City; the North Carolina/Virginia border to Cape Charles Light, Va., including the mouth of the Chesapeake Bay, western Albemarle Sound, Nantucket, Cape Cod from Provincetown to Chatham.
A hurricane warning means that hurricane conditions are expected somewhere within the warning area and preparations to protect property and life should have already been completed.
At 7 p.m. the hurricane had sustained winds of 90 mph and was moving north/northeast at 15 mph.
