New bridge AND new power station?

I spoke with the city manager's office Monday and was told the work at the bridge site would also include the erection of a new power station on what is known as the Lowry property which lies between West Church St. and the Halstead Blvd. extension near the railroad yard. The last two proposed sites were protested by nearby land owners and rejected by the city. Is that why there has been no public announcement this time regarding the location of the new power station?
