Elizabeth City officials are shaving 2.5 cents off the proposed property tax rate for next year, thanks to a $35 million bump to the city’s tax base.

correction

I brought up the idea to consider splash pad during the meeting. Mr. Donnelly as a member of the finance committee made the motion to possibly include in budget.
