Vernon Lowell Rowland, of the 100 block of Wiley Drive, Elizabeth City, was issued a citation April 12 and charged with exceeding a safe speed and improper passing.

Steward Todd Guthrie, 16, of the 500 block of Griffin Swamp Road, Elizabeth City, was issued a citation April 15 and charged with failure to give signal.

Meghan Shawna Berry, of the 100 block of Smith Corner Road, Camden, was arrested April 15 and charged with failure to appear in court as required. She was confined at Albemarle District Jail in lieu of a $1,200 secured bond.

Joseph Grant Uzmann, of the 500 block of Duchess Lane, Elizabeth City, was issued a citation April 15 and charged with speeding and tinted window violation.

James LaFayette Coleman, 42, of the 1100 block of Foley Road, Elizabeth City, was arrested April 16 and charged with failure to appear in court as required. He was confined at ADJ in lieu of a $16,000 secured bond.

William Alfred Green, Jr., of the 600 block of Mt. Herman Church Road, Elizabeth City, was arrested April 16 and charged with communicating threats. A $1,000 unsecured bond was set.

Brandon Wayne Overton, 17, of the 200 block of Scotland Drive, Elizabeth City, was arrested April 17 and charged with injury to personal property, reckless use of a firearm, exceed posted speed and local noise ordinance. A $2,000 secured bond was set. He was rearrested April 19 and charged with ethnic intimidation. A $500 secured bond was set

Joshua Ray Lane, 20, of the 500 block of Meadstown Road, Elizabeth City, was arrested April 18 and charged with injury to personal property, ethnic intimidation and reckless use of a firearm $4,000 unsecured bond was set.

Vincent Purnell Turner, 47, of the 1000 block of Simpson Ditch Road, Elizabeth City, was arrested April 12 and charged with resisting arrest and local noise ordinance. A $500 unsecured bond was set.

Kenneth Ray Turner, 50, of the 500 block of Roanoke Avenue, Elizabeth City, was arrested April 12 and charged with resisting arrest. A $300 unsecured bond was set.

Anthony Gerald Bruner, 24, of the 5000 block of N. Reese Drive, Portsmouth, Va. was arrested April 13 and charged with assault on a female, assault and battery, two counts of injury to real property and resisting arrest. He was confined at ADJ.
