Pasquotank commissioners may hire an attorney to help them consider the financial implications for the county as they evaluate proposals from potential partners at Albemarle Hospital.

64 million debt who owes it?

The county commissioners create the Hospital Authority to operate/manage the hospital. Decades later before the Authority creates over 50 million in bonds the commisioners have the Authority become independent from the county. The bonds are used for upgrades to the county owned hospital structure and equipment (not the management of it). In less than seven years, the county controls if the Hospital Authority can pay back the bonds (once leased the Hospital Authority has no source of income).
