EC council largely OK with budget, tax hike

City councilors are largely supportive of a proposed city budget that raises Elizabeth City’s property tax rate nearly 15 cents, mostly because they say the tax hike offsets a significant decrease in tax base and awards city workers a much-needed pay increase.
