Criminals don't quit
but 'civilians' get worn out, trying to fight them. I found it ironic one council memeber had an article written about them wanting to start a neighborhood watch group, while standing next to a sign notifying the existance of a neighborhood watch. Did they not know of it, when it meets one block from their residence?
