Grant to fund housing rehab, cameras, patrols

Expanded police patrols, new surveillance cameras, housing rehabilitation and a new youth mentoring program are among the projects proposed in a nearly $1 million grant the city of Elizabeth City is seeking from the U.S. Department of Justice.
