Harris: Park benefits dwarf penalties

Local officials say the Aviation Research and Commerce Development Park has generated economic benefits that dwarf the $1.73 million in penalties the city of Elizabeth City may have to pay for not meeting job-creation targets connected to the airpark’s grant funding.
