For nearly 50 years, Pasquotank and 39 other counties in North Carolina have been subject to a part of the Voting Rights Act requiring federal approval of voting-related changes.

Section five of the voting
Section five of the voting rights act should apply to every jurisdiction in the nation ---- or to none. I would suggest none.
no problem!
While I understand the reasons to change the Voting Rights Act, I don't have a problem with the status quo. As Mrs Aydlett stated "at least we know we're legal". That said, what I got out of this article is the fact that even under federal scrutiny our current county voting breakdown is legal. "If it ain't broke, don't fix it". If Rivers would concentrate his efforts in getting people out to vote instead of complaining about a LEGAL system, maybe he would see a change. All his antics show is that his acute racism is absolute.
"Rights" and the "good citizen"
I'd be more impressed with Mr. Rivers if he'd make a public effort to bring an end to the black gang violence that has shattered the peace of our small town. Too many young black men are heading down the road to crime and imprisonment. What is the NAACP's plan for dealing with THAT issue?
Time To End
The time to end Section 5 of the Voters Right Act has come. Justice Scalia pointed out that the state of Massacheusetts has a lower black voter turnout as a percentage than the state of Mississippi. The administration's lawyer was asked by Justice Scalia "are the people of Mississippi were more racist than the people of Massacheutts?" The Preident's lawyer answered "No". The NAACP in NC is against the state redistrict map because it created districts with higher percentage of blacks in them. The NAACP in Pasquotank county wants new districts with higher percentage black population. I believe the majority of Pasquotank voters are not racist but vote the message. A conservative black candidate that was for lower taxes and paying down the county huge debt would easily be elected. It is the message that counts not the color of the skin. Just ask Governor Jindal of Louisiana, another state under the outdated Section five law.
Herman Cain proves the point
I agree with that. Just look at the support Herman Cain had among white republicans prior to his withdrawal from the primary.
