Questions for Elected School Board Applicants Interviews

Who is responsible for keeping the questions secret from the elected applicants? Do the school board members have copies of the questions? Why can't the School Board vote by written ballot to fill the vacancy at a subsequent regular Board Meeting? If the applicants are qualified in my opinion, voting by written ballots should be fair.
