The New Fomula

It is decided by legislaters from another region of the state, so it will be whatever they want it to be, does Obamacare come to mind? At least it used to be in budgets that were voted on so everyone could see what was approved. We used to call that good ole boys, it now seems more transparent than what we have now!

Regardless of what project I am for or against,

it irritates me that this knew funding formula is now being used and every official is basically saying "Oh, don't worry about that, the formula doesn't mean if the project proceeds or not." So officials, please tell me what the point of the formula is.
