Let's see, under threat of a push to incorporation the commissioners have to tell the planning dept to hold meetings for a small area plan. The planning dept does the usual, calls a meeting, a survey and promises stake holder group, i.e. more meetings. They somehow know it will take 8 months to form a "plan" for an area that should have had one a very long time ago.
Incorporation group folks make sure you stick with the stake holder group. You've heard out loud the attitude you are up against. And that , imo, is the attitude you can find in the county offices as well.
