Close only counts in horse shoes and hand grenades. it's kind of like someone in the business world saying "we almost made a profit". You either did or you didn't. Bottom line is that the City, DRS, and everyone else involved did not achieve as per the stated requirements. On another note, it's quite surprising to see any mention in the media of the "Great Recession", because according to the White House, it doesn't exist and has not happened.
