The Albemarle said goodbye to a number of its most-prominent citizens in 2013. One was Levin Culpepper, a former Elizabeth City mayor, former Pasquotank commissioner and former Elizabeth City postmaster, who died on the last day of October. Another was Charles Foster, a longtime local pastor, former college instructor and the city’s first-ever African-American mayor, who passed away earlier in October.
