Could be

One of the phone scams you hear about. You call an off shore phone number and get charged a hugh fee. Do this numerous times and its may be possible that your friends in this other country may cash in. But this is just a wild guess as apparently the main ones have returned to Senegal. So much for more of your tax dollars being wasted.

It IS just the tip of the iceberg known as criminal behavior...

Chancellor search. Dr. Becton's "can't remember" and prob can't get away from ECSU fast enough. The criminal enterprise that pervades is too much for one person. Too bad The Daily advance doesn't use FOI Act with UNC General Administration going back say 10 years to see what human and civil rights abuses were covered up and what was reported and questioned of the State Personnel Office. How about checking with local law enforcement agencies to see how many ECSU staffers harassed, bullied, and intimidated other employees into resigning? The facts are there. You just have to look for them and make a few LOCAL phone calls.

UNC System

This is probably the tip of the iceberg. What a waste of money.
