A few weeks ago Elizabeth City’s city manager made a statement that Road Street from Elizabeth Street to Ward Street was completed. The other day I took a stroll down Road Street. I have never seen a completed street like this one. The northbound side is high. The southbound side is low. They — whoever it may concern — should rename this street Highlow Street.
